Local privilege escalation via unprotected settings dialog

Tapjacking in Android 14 through 16 allows local users to escalate privileges through an overlaid ControlsSettingsDialog. maybeShowDialog in ControlsSettingsDialogManager.kt displayed the dialog without blocking non-system overlay windows, while ControlsActivity remained exported. A low-privileged local app can exploit the exposed System UI path without user interaction and gain elevated access on the device.
