Incorrect authorization in Android 14, 15, 16, and 16 QPR2 allows local users to elevate privileges through background activity launches. Framework launch controllers count pinned picture-in-picture windows as visible and grant an exemption from background-launch restrictions. A low-privileged local app can exploit the exemption without user interaction and launch background activities outside its intended authorization.
