Local privilege escalation via secondary-user scanning toggle

Improper privilege management in Android 15 and 16 allows local users to disable the primary user's deceptive app scanning setting through Settings. ContentProtectionTogglePreferenceController.updateState leaves its global-setting switch enabled for non-admin secondary users, allowing setChecked to write content_protection_user_consent. A secondary device user needs no additional execution privileges or user interaction, and exploitation removes a primary-user security control.
