Incorrect authorization in Android 14 Settings allows local users to gain privileges across user boundaries via a malformed package URI. startSpaActivityForApp reads intent.data.schemeSpecificPart as a package name and inserts it into an SPA route without validating its format. A local low-privileged user can supply a path-bearing package URI to cross user boundaries without user interaction.
