Administrator profile modification via target-role omission

Incorrect authorization in affected Mattermost Server releases allows remote authenticated users to modify system administrator profiles. The SessionHasPermissionToUser function treated Edit Other Users as sufficient for any target and did not load the target account to reject system administrators. Exploitation requires a delegated granular administration account with Edit Other Users permission; successful requests can alter protected administrator account data.
