Process hang via signed integer bit shift

Denial of service in ApelegHQ @apeleghq/asn1-der before 1.0.4 allows local users to hang a consuming process via crafted integers. The numBitLen helper applies JavaScript's signed 32-bit right-shift operation to absolute values from 231 through 232 - 1, producing a negative intermediate and an infinite loop. Exploitation requires a consuming application to pass an attacker-controlled number to Asn1Integer, and the loop consumes the executing process's CPU without affecting confidentiality or integrity.
