Improper authorization in RuoYi AI 2.0 and earlier allows remote attackers to read and modify system notices without credentials. The SysNoticeController list and edit handlers accept unauthenticated GET and PUT requests because they lack permission-check annotations. An exposed backend API is sufficient; attackers can disclose notice contents or alter notices presented to users, but no code execution is established.
