Improper login-attempt limiting in HCL DevOps Velocity before 5.1.7 allows attackers to continue password guessing after the attempt limit. The login path fails to enforce its unsuccessful-attempt threshold, but HCL has not disclosed the responsible component or faulty rate-limit operation. A network-reachable login service and a correct credential guess are required; success grants access as the compromised account.
