Authenticated service interruption via NGINX rate-limit bypass

Published Feb 7, 2026 · Updated Feb 7, 2026

Denial of service in HCLSoftware HCL DevOps Velocity before 5.1.7 allows remote authenticated users to interrupt service via API floods. The NGINX configuration fails to enforce its two-request-per-second limit on certain API requests, so excessive traffic consumes backend resources. Administrative privileges are required, and sustained requests can make the service unresponsive without affecting confidentiality or integrity.
