Unauthorized translation changes via missing route permission

Missing authorization in Drupal Open Social before 12.3.11 and 12.4.0 through 12.4.9 allows remote attackers to alter translations. The social_language Access::access method returned allowed when its permission argument was empty instead of reading the route's _social_language_access requirement and checking the account's permission. Exploitation requires social_language to be enabled on a site configured with more than one language and permits unauthorized changes to site-administration translations.
