Local crash via null pointer dereference

A null pointer dereference in fig2dev 3.2.9a allows local users to crash the converter through a crafted Fig file during pict2e export. The put_patternarc function in fig2dev/dev/genpict2e.c reads through a near-null address while processing the crafted arc, causing a segmentation fault. The user must be able to invoke fig2dev on local input; the affected conversion process terminates and interrupts the export job.
