Account takeover via user-controlled authentication cookie

Authentication bypass in miniOrange Password Policy Manager 2.0.4 and earlier allows remote authenticated users to take over accounts. The moppm_pass2login_redirect function accepts a posted user ID and, after checking only a nonce from a forced-reset form, issues that user's authentication cookie without verifying identity. Subscriber-level access and a nonce from the enforced password-reset flow are sufficient to assume any account, including an administrator account.
