Oracle Database 19.27 and 23.4 through 23.8 allows remote authenticated users to take over the database through Oracle Net. Oracle has not published the vulnerable function, the incorrect operation, or the crafted input that reaches the flaw. Reachability requires both Create Session and Create Procedure privileges; successful exploitation grants control of database confidentiality, integrity, and availability.
