Browser code execution via unescaped vhost notification

Stored XSS in RabbitMQ Server before 4.0.3 allows local users with node-data access to execute JavaScript in management UI users' browsers. When a virtual host fails to start, the management UI notification inserts its on-disk name without escaping, allowing a script-bearing name to execute. Exploitation requires privileged modification of virtual-host data and a startup failure; the result is script execution in an authenticated operator's browser.
