Cross-account data destruction via unchecked JetStream APIs

Improper authorization in affected NATS Server releases allows remote authenticated users to delete JetStream configuration and data. Handlers for ACCOUNT.PURGE, SERVER.REMOVE, STREAM.MOVE, and CANCEL_MOVE accept requests from non-system accounts without verifying system-account authorization. JetStream management permission on the affected $JS API subjects is required; successful requests cross account boundaries, and purge deletes configuration and stored messages without disclosing stream contents.
