Policy bypass via non-node label matching

Incorrect authorization in Cilium 1.16.0 through 1.16.7 and 1.17.0 through 1.17.1 allows attackers on adjacent networks to access protected workloads. The fromNodes and toNodes selectors reuse ordinary endpoint label matching without requiring the reserved:remote-node identity label, so non-node endpoints can satisfy rules intended only for nodes. Exploitation requires node-based policy to be enabled and a non-node endpoint to share a selected node label; successful traffic bypasses the intended network-policy boundary and exposes reachable workload data.
