Service crash via externally processed local replies

Denial of service in Envoy before 1.30.10, 1.31.0 through 1.31.5, 1.32.0 through 1.32.3, and 1.33.0 allows remote attackers to crash the proxy. The ext_proc filter lacks local-reply completion handling, so Envoy forwards its own local reply for external processing after the stream lifecycle has changed. Both ext_proc and WebSocket handling must be enabled, and a failed WebSocket handshake supplies the documented trigger that terminates Envoy.
