Authorization bypass via ignored IDToken restrictions

Incorrect authorization in affected HTCondor releases allows remote authenticated users to exceed restrictions encoded in an IDToken. A daemon validates the token's signing key but ignores its restricted authorization list, then permits every action granted to that identity by daemon configuration. Reachability requires a valid IDToken for the targeted daemon, and exploitation grants the identity's configured operations but no rights beyond that identity.
