Process crash via zero-bit GetBitString request

Denial of service in ONOS Project onos-lib-go 0.10.28 allows local users to crash a consuming process via a zero-bit request. GetBitString computes a byte length and continues iterating over the source buffer when numBits is zero, producing an invalid index instead of returning an empty bit string. Reachability requires a consuming application to pass a zero-bit request into the library; the documented consequence is a Go panic limited to process availability.
