Process crash via empty batch metadata dereference

Null-pointer dereference in PyTorch 2.6.0 allows local users to crash a process through pad_packed_sequence with empty metadata. _pad_packed_sequence treats an empty batch_sizes tensor as valid, then dereferences batch_sizes[0] without checking that an element exists. The caller must run Python code locally and supply a crafted PackedSequence; the demonstrated consequence is a segmentation-fault process crash.
