Packet-processing hang via repeated negated PCRE evaluation

An infinite loop in Suricata before 7.0.9 allows local users to hang a packet-processing thread with a crafted negated PCRE rule. DetectEngineContentInspectionInternal retries a negated expression as though it could yield another occurrence instead of terminating after its single valid attempt. Exploitation requires loading the crafted rule; a triggered thread then stops processing packets, reducing monitoring visibility and inline availability.
