Service interruption via unbounded dataset hash allocation

Resource exhaustion in Suricata before 7.0.9 allows local users supplying untrusted rules to interrupt service through oversized dataset hashes. DatasetGet accepts each rule-declared hashsize without per-dataset or cumulative bounds and passes it into hash-table allocation. Exploitation requires the engine to load attacker-controlled rules; oversized allocations exhaust available memory and interrupt the engine.
