Canister hang via endless timer cleanup loop

Denial of service in Demergent Labs Azle 0.27.0 through 0.29.0 allows remote attackers to hang an ICP canister via setTimer. Any valid setTimer invocation immediately starts an endless timer chain in which each timer attempts to clean up the preceding timer's global state. A reachable canister path must invoke setTimer; the resulting loop consumes execution indefinitely and prevents normal canister work.
