AMF crash via unchecked empty NAS payload

Buffer overflow in free5GC 4.0.0 and earlier allows remote attackers to crash the AMF through a crafted NGAP InitialUEMessage. handleInitialUEMessageMain checks only whether nASPDU is nil, then DecodePlainNasNoIntegrityCheck reads a security header from an empty byte slice. An attacker with SCTP network access to the AMF NGAP interface can interrupt the AMF process without authentication or user interaction.
