Stored script execution via unescaped blacklist rules

Stored XSS in NodeBB 4.0.4 and earlier allows remote authenticated users to execute JavaScript through saved IP blacklist rules. The IP blacklist controller renders the stored rules value inside a textarea without escaping HTML metacharacters, so a closing tag can inject script. Moderator access is required to save the payload, and execution occurs when another privileged user revisits the page, enabling session theft or unauthorized administrative actions.
