Application crash via unchecked section serialization

Heap-based buffer overflow in HDF5 1.14.0 through 1.14.6 allows local users to crash an HDF5-linked application via a crafted file. In src/H5FScache.c, H5FS__sinfo_serialize_sect_cb calls UINT64ENCODE_VAR without checking the serialization buffer boundary, writing at least one byte past the heap allocation. The user must cause a local HDF5-linked process to open the file; demonstrated impact is an invalid heap write and application crash.
