Outdated target trust via omitted delegation rollback checks

Rollback detection failure in Amazon Web Services tough before 0.20.0 allows remote authenticated users to make clients trust outdated targets. During snapshot updates, the client checks rollback constraints for top-level targets metadata but omits delegated metadata from removal and version-regression checks. An attacker with high privileges over repository metadata must supply a rollback and induce a client update, which can replace intended target contents with an outdated trusted target.
