Unauthorized department data access via unchecked deptId

Improper access control in RuoYi 4.8.0 allows remote attackers to read other departments' hierarchy and details through selectDeptTree. The SysUserController.selectDeptTree method accepts a caller-controlled deptId and returns the selected department tree without enforcing the caller's authorized data scope. Access to the department-selection interface is required, and the demonstrated consequence is unauthorized disclosure of department structures rather than administrative control.
