Privilege escalation via unchecked scheduled-job identifier

Incorrect access control in RUoYi 4.8.0 allows remote authenticated users to change the status of arbitrary scheduled jobs. SysJobController.changeStatus accepts a user-controlled jobId, retrieves that job, and applies the supplied status without checking that the caller may control it. A normal account with access to the endpoint can enable or stop another user's job, disrupting scheduled automation.
