Arbitrary file read via unsanitized script paths

Path traversal in OpenC3 COSMOS before 6.1.0 allows remote authenticated users to read arbitrary files through the Script API. The /script-api/scripts/ GET handler accepts parent-directory sequences because sanitize_params does not neutralize dot-dot components. Any authenticated account can read files available to the Script Runner container; default root execution exposes every file in that container.
