Authenticated file disclosure and deletion via path traversal

Path traversal in OpenC3 COSMOS before 6.1.0 allows remote authenticated users to read, delete, or copy container files. The openc3-api/tables route passes URL path parameters through sanitize_params without rejecting literal or percent-encoded parent-directory sequences, so GET, DELETE, and PUT operations escape the intended table directory. A valid application account is required; successful requests expose file contents or alter files accessible to the API container, which runs as root by default.
