Traffic replay via duplicate IPsec packet forwarding

Improper access control in Arista EOS 4.33.0 through 4.33.2F and 4.34.0F allows remote attackers to forward replayed IPsec packets. The hardware IPsec forwarding path accepts duplicate ciphertext instead of dropping it when anti-replay detection is enabled. A listed 7280R3 or 7800R3 platform, IPsec, and an SA policy with anti-replay detection are required; VXLANSec and MACSec are unaffected.
