Administrator actions via unencoded debug HTML content

Stored XSS in the File/Directory monitor in ManageEngine Applications Manager 176600 and earlier allows remote authenticated users to run JavaScript. The monitor copies malicious file content into generated Debug-Info HTML without proper encoding, so script executes when that HTML is opened. Content checking must be enabled, and an administrator must follow the debug HTML link; execution can perform actions within that administrator's session.
