Administrator account creation via missing CSRF checks

Cross-site request forgery in tianti 2.3 allows attackers to add an administrator through crafted requests to user-management endpoints. The /user/ajax/save and /user/ajax/upd/status handlers accept state-changing GET and POST requests without a CSRF token or same-origin check. A backend administrator must be signed in and follow an attacker-controlled link; successful exploitation creates an attacker-controlled administrator account.
