Phishing redirects via backslash URL validation bypass

Open redirect in Jenkins 2.499 and earlier and LTS 2.492.1 and earlier allows remote attackers to send users to an external site. The hudson.Util.isSafeToRedirectTo method treats paths beginning with a backslash as safe instead of rejecting browser-normalized network-path references. Exploitation requires a user to follow an attacker-crafted Jenkins URL; the flaw redirects the browser but does not directly read, alter, or interrupt Jenkins data.
