Encrypted secret disclosure via unredacted view XML

Information disclosure in Jenkins 2.499 and earlier and LTS 2.492.1 and earlier allows remote authenticated users to read encrypted secrets. The view config.xml REST handler and GetViewCommand serialize View XML directly after checking only View/Read, without applying secret redaction. Any account with View/Read but not View/Configure can retrieve encrypted secret values; plaintext disclosure or direct modification is not reported.
