Repository secret theft via spoofed transfer webhooks

Webhook spoofing in Target Vela Server before 0.25.3 and 0.26.0 through 0.26.2 allows remote authenticated users to steal repository secrets. PostWebhook selected the repository by the webhook-supplied organization and name before verifying the signature against that repository's stored secret. An attacker needs access to the Vela instance and linked source control manager; an enabled repository with CI secrets can be transferred so later builds expose those secrets.
