Local capability elevation via inherited tenant capabilities

Capability elevation in libcontainer before 0.5.3 allows local users to gain excess Linux capabilities through a tenant container. TenantContainerBuilder unions user-supplied capabilities into the tenant's inheritable set and assigns all capability sets when the parent has none. Exploitation requires direct library use with the tenant builder and user-controlled capability input; the youki binary is unaffected.
