Fund redirection via unchecked BASE_MAP indexing

Input validation error in cryptocoinjs base-x 4.0.0, 5.0.0, and before 3.0.11 allows attackers to redirect decoded addresses. The decoder indexes the 256-entry BASE_MAP with each UTF-16 character code but does not reject values above 255, so undefined entries bypass its invalid-character check and are decoded. An attacker must get a crafted encoded address processed and trusted by a consuming application; the resulting lookalike can direct funds to an unintended address.
