Account takeover via predictable password-reset tokens

Predictable password-reset tokens in NIH BRICS 14.0.0-67 and earlier allow remote attackers with a CAC to take over any account. AccountManagerImpl.hashRecoveryString hashes the username, a database timestamp, and the fixed CoreConstants.SALT value, so attackers can reproduce a victim's token. A valid CAC and knowledge of the target username and reset time are required; successful use resets the target password and grants that account's privileges.
