Unprivileged OS rollback via polkit precedence error

Incorrect authorization in Zincati 0.0.24 through 0.0.29 allows local users to deploy older Fedora CoreOS releases via system D-Bus. The zincati.rules expression applies the zincati-user check only to the rebase action, so deploy and finalize-deployment requests return approval for any caller. Access requires the host's system D-Bus socket, which containers lack by default; rpm-ostree restricts deployments to the current branch, preventing attacker-controlled payloads.
