Encryption key disclosure via DEBUG logging

Sensitive-data logging in Snowflake JDBC Driver 3.0.13 through 3.23.0 allows local users to obtain a stage encryption key. With DEBUG enabled during GET or PUT, the driver writes the client-side encryption master key into a local JSON log object under queryStageMasterKey. Reading the key requires access to the local log, and the key alone cannot access sensitive data without additional authorizations.
