Authenticated routing-type modification via incomplete address authorization

Incorrect authorization in Apache ActiveMQ Artemis 2.0.0 through 2.39.0 allows remote authenticated users to alter address routing types. ServerSessionImpl.createQueue checks CREATE_ADDRESS only when the address is absent, not when a requested queue adds a routing type to an existing address. Exploitation requires createDurableQueue or createNonDurableQueue plus send permission and automatic queue creation, and it permits delivery of a message whose routing type the address does not support.
