Domain-block disclosure via incomplete account-status checks

Improper authorization in Mastodon before 4.1.23, 4.2.0 through 4.2.15, and 4.3.0 through 4.3.3 allows remote attackers to read domain-block reasons. The domain-blocks controller's user-visibility predicates test only whether a user is signed in, without checking whether the account is functional or moved. Exposure requires an unapproved, unconfirmed account and an instance configured to show domain blocks or rationales to users; the result is read-only disclosure.
