Service interruption via unthrottled HTTP/3 allocation

Resource exhaustion in Microsoft ASP.NET Core 8.0 through 8.0.14 and 9.0 through 9.0.3 allows remote attackers to interrupt service. Improper HTTP/3 handling allocates resources without limits or throttling when processing attacker-controlled traffic. The affected application must use HTTP/3 and expose its endpoint over a network; the documented consequence is availability loss only.
