Database read and deletion via unquoted id_cargo

SQL injection in WeGIA 3.2.13 and earlier allows remote authenticated users to read or alter database data through id_cargo. deletar_documento.php extracts id_cargo from the request and interpolates it unquoted into a DELETE statement sent through mysqli_query. A valid PHP session is required; injected SQL can disclose data, delete tables, and, under some database configurations, write files.
