Unauthorized badge deactivation via missing capability check

Incorrect authorization in Moodle LMS allows remote attackers to disable badges they lack permission to access through a network request. The core_badges external disable_badges service processes caller-supplied badge identifiers and changes each badge's status without a sufficient capability check. Exploitation requires interaction by another user, and the resulting impact is limited to unauthorized badge deactivation.
