Database credential disclosure via permissive registry ACLs

Incorrect default permissions in MedDream PACS Premium 7.3.3.840 allow local users to recover database credentials from the registry. CServerSettings::SetRegistryValues stores MySqlUser and MySqlPassword under registry permissions readable by any logged-in user and protects them with a hardcoded RC4 key. Login access to the host is sufficient to recover the plaintext credentials and gain full access to the configured local or remote database.
