Persistent denial of service via unbounded access entries

Resource exhaustion in Android Framework 13 through 15 allows local users to cause a persistent service interrupt without user interaction. BlobStoreManager.Session.allowPackageAccess and BlobStoreSession accept package names and certificates without length limits, allowing repeated additions to exhaust resources. A local app with no additional execution privileges can leave the affected device persistently unavailable; no confidentiality or integrity impact is reported.
