Privilege escalation in Google Android 13 through 15 allows local users to gain elevated privileges through location PendingIntents. LocationProviderManager's three LocationPendingIntentTransport delivery methods send app-controlled PendingIntents without disabling background activity launches. A low-privileged local app can exploit the permissive delivery options without user interaction and launch background activity outside the intended restriction.
